He's undoubtedly a good installer for existing customers, but unfortunately, he doesn't respond to quote requests. Even after several phone calls and emails, he didn't respond. A message like, "Unfortunately, we're too busy, so we're not accepting new work" wouldn't have sufficed. That would have been polite.
